I witnessed that in Germany… what a disaster, I think the difference was closer to 0.2 kph!
You see it all the time over here Andy. Worst case is on a four lane motorway when the first three lanes have three abreast lorries.

It is worst on dual carriageways where HGV’s are allowed to use both lanes. It can take miles for them to overtake each other, creating cars backed up and frustration in drivers.
Someone should write ‘Just Stop OIl’ on the back of the lorries and let nature take its course.
